I have the honour to transmit under flying seal,

for submission to the Secretary of State for War, a report by Major-General F. H. Kelly on the operations in this Colony from the outbreak of war till the end of the year.

I endorse Lajor-General Kelly's commendation of the public spirit which induced the Tramway Companies and the Star Ferry Company to convey soldiers and volunteers free of charge. The Matilda Hospital a charitable hospital endowed by the late Ar. Granville Sharp received free of charge certain Cerman ladies until other arrangements could be made for their disposal and the Joint Telegraph Companies have been helpful in all matters connected with the Censorship of Telegrams. I desire to take this opportunity to express my warm appreciation of the co-operation of Lajor-General Kelly with myself and with the Colonial Government in the many matters in which public interests were involved; and if I may be permitted to comment on the handling of the purely military situation I would beg leave to say that in my view the defence of the Colony rests in extremely capable hands.
